To support the implementation of Strategy of Scientific and Technological Development in the period 2010-2015, the Government of the Republic of Serbia has signed loan agreements with two European financial institutions, the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB). The agreement with EIB, signed on March 4th 2010, secured a total amount of 200 million EUR for a list of projects, with a clause that Serbia will provide an additional 200 million EUR from other sources, and create a total budget of 400 million EUR for investments in scientific and technological infrastructure, envisaged by the strategy. The CEB helps in achieving the matching 200 million EUR by providing two loans. The first loan, worth 35 million EUR, was signed on October 9th 2010, and has been operational since mid 2011. The second CEB loan was 70 million EUR. Additional 25 million EUR of contributions have been secured through the IPA funds and the HETIP project. The remaining funds are an in-kind contribution from the Republic of Serbia, mainly through the construction land and taxes paid during the investment phase. The Government of Serbia has assigned a special, 13-hectare plot of land (in Block 39), in the most suitable location in Belgrade, for building the NanoCentre and some other projects to be realized at a later time. The plot is within an area assigned as a location of the future Campus of Science and Arts.

 

According to the agreement with EIB, the Government of the Republic of Serbia has passed a decision on the establishment of a company under the name of „PIU Research and Development Ltd“, as a single member limited liability company. On August 10th 2010, the company was founded on a temporary basis, until the finalization of the Research and Development in the Public Sector Project.

 

In November 2010, the Ministry of Science announced the “Plan for the Founding of the Shared Facility for Nanoscience and New Materials - NanoCentre Belgrade”, in accordance with the priorities defined in the “Strategy for Science and Technological development of the Republic of Serbia 2010-2015”. After several public debates, on March 9th 2011, the Ministry of Science contracted PIU to run the Project NanoCentre through the EIB and CEB supporting initiative.
